This shows up when products aren't linked from the homepage, collections are empty, or product pages only load with scripts that crawlers can't run.

Google suspends accounts when the submitted website domain is determined to be parked, showing only ads and links, or when the page shoppers land on contains no products. How to fix it
Based on Google's help pages, in plain language:
- Make sure the domain points to a server hosting your product pages with unique content, not ad listings and links.
- If the domain expired, renew it with your registrar; if the site had a temporary outage, make sure it runs again.
- Make sure the updated URL is verified and claimed, and re-upload the data source.
- Submit a re-review request.
